About Afghanistan Payments Systems (APS)

Afghanistan Payments System (APS) is the National e-Payment Switch of Afghanistan which is operating under the umbrella of Da Afghanistan Bank (DAB). APS is on a mission to delivering a shared interoperable retail e-Payment infrastructure with low cost and multichannel switch in the country. APS helps with developing the retail payment in the local market to ensure efficient, cost effective, robust and ubiquitous e-Payment Solutions through innovative e-Payment Services, Domestic Card Scheme and interoperability to all related government/private institutions including the state-owned banks, private/commercial banks, microfinance institutions, mobile money institutions and PSPs’ in Afghanistan.

Job Summary

The primary responsibility of this position will be the overall management of the finance department of APS office under the direct supervision of the Managing Director.

This position will provide financial and accounting support to APS management particularly with regards to overall developing policies, compliance to prevailing legislative laws of the country, APS operational guidelines and donor requirements.

Duties and Responsibilities

• In charge of strategic financial planning (e.g. taxation, financing) and internal control

• Optimize financial resources and see to the control of risk

• Guide the staff on the financial requirement for conduct of the financial transactions

• Plan, create, and execute annual budget

• Take part in decisions related to corporate financing

• Develop financial models and analyses

• Process payroll, remit taxes and other government contributions and report to local agencies

• Prepare payments for suppliers, service providers and others after checking the transactions properly and ensuring all requirements are complete as per the APS policies

• Guide the strategy, policies, processes and accounting and financial controls

• Optimize financial resources and see to the control of risk

• Identify and resolve accounting issues

• Check all the financial transactions and recommend for authorization of the expenditure as per the APS rules and procedures.

• Report to the Managing Director on the issues related with the compliances of APS policies.

• Supervise controls for accounting procedures and systems

• Manage tax returns, financial statements and period closings

• Supervise operations accounting activities

• Produce, collect and analyze management information

• Prepare verification audits and coordinate auditor activities

• Any other task as assigned by the Managing Director


Management and team leadership ability

Having the required skills in general management

Excellent written and communication skills in multiple languages as required


• At least a bachelor’s degree in Business Administration, Accounting/Finance or Commerce

• A master’s degree in the relevant field or an ACCA certification will be preferred.

• At least 5 years of working experience in Accounting/Finance for development programs at government organizations or international NGO’s

• Experience in financially managing World Bank and USAID-funded grant programs would be preferred.

• Knowledge of QuickBooks multi-currency accounting software and MS Office

• Ability to work in a team with strong interpersonal and customer service skills;
