DAB, ACGF Sign MoU on Cooperation
September 27, 2026- Da Afghanistan Bank (DAB) and Afghan Credit Guarantee Foundation (ACGF) signed a Memorandum of Understanding (MoU) on cooperation at a meeting held at the DAB’s Supreme Council Hall.
DAB First Deputy Governor Sediqullah Khalid said during the signing of the MoU that such memoranda would provide a basis for offering appropriate and diverse Islamic financial services to citizens and expanding access to financial resources for financing micro, small, and medium-sized enterprises (MSMEs).
“Based on the MoU, technical and professional support would initially be provided to banks and financial institutions,” he said, adding that at this stage, the ACGF would provide grants worth approximately USD 1 million to five banks and one microfinance institution, to be used for financing MSMEs, and that this process would continue.
According to DAB First Deputy Governor, all banks and financing institutions that meet the specified conditions would benefit from these grants and related facilities in subsequent stages, and attention would also be given to returnees who had previously lived as migrants in other countries, particularly in establishing small businesses and providing financing facilities for them.
Referring to the significant growth in the country's financial and banking sector in recent years, he said DAB made efforts to provide appropriate financing opportunities for citizens to create opportunities for economic activities, on the one hand, and employment opportunities on the other. Moreover, he added that efforts are being made to ensure that such financial services reach all parts of the country, enabling citizens in different regions to benefit from these facilities.
Under the MoU, cooperation will take place in strengthening the financial sector, expanding access of MSMEs to financial resources, developing Islamic financial services, and enhancing the capacity of financial institutions. Technical and professional cooperation, training programmes, and the necessary opportunities to enhance the capacity of financial institutions will also be provided.
The MoU also emphasizes expanding cooperation to strengthen transparency, accountability, and sound governance in the financial sector, as well as enhancing the effectiveness of guarantee mechanisms based on Islamic financial products.
At the meeting, the ACGF’s Chairman of the Management Board, Roger Thomas Pilter, also delivered remarks and expressed his satisfaction with the signing of the MoU. He emphasized the importance of continuing and expanding cooperation between DAB and ACGF, stating that they are committed to expanding cooperation in the relevant areas.
