Governor's Office Directorate General

Duties and Responsibilities:

The Governor's Office Directorate is considered one of the key directorates in implementing the core objectives and functions of Da Afghanistan Bank (DAB). The directorate communicates the policies of the DAB through its relations and engagement with stakeholders, informing the market participants about the latest economic developments and forecasts regarding inflation rates, economic growth, and financial system stability.

This Governor’s Office Directorate General is also responsible for processing and archiving the DAB-related documents.

Structure:

The Governor's Office Directorate has four deputies: the Deputy Directorate for Communications and Publications, the Admin and Executive Deputy Directorate, the Coordination Deputy Directorate, and the Deputy Directorate of Financed Projects.

1. Deputy Director for Public Communications and Publications:

The Deputy Directorate for Public Communications and Publications is responsible for managing the overall publications and communications of DAB with its stakeholders, developing plans for the public relations of the DAB, providing information and raising public awareness on laws, regulations, and overall policies of the DAB about price stability and establishment of a strong financial sector, maintaining good relationships with other institutions, developing plans for raising public awareness on objectives, duties and core values of DAB and creating and editing contents for communications and publications of DAB. It is worth noting that the Media Communications, Publications, Public Awareness, Translation Board, and Foreign Relations Section operate under the management and leadership of the Deputy Directorate for Public Communications and Publications.

Media Communications Section:

This section is responsible for monitoring activities related to the communication function, maintaining strong relations with the bank’s stakeholders, publishing news and information on DAB’s achievements, reviewing and updating contents in Dari, Pashto and English website of DAB, receiving public views and complaints especially those related to economic and trade affairs and vice versa, communicating the policies, objectives, duties and core values of the DAB through Facebook, Twitter and YouTube accounts of the bank.

Publications Section:

The Publication Section serves as the only publishing body of the DAB. The section reflects the performances, policies, goals, responsibilities, and achievements of DAB through various channels, including monthly magazines, annual reports, booklets, and other publications.

Public Awareness:

This section conveys the bank's overall policies to various segments of society by launching awareness and training programs, including educational workshops, seminars, advertisements, and video messages.

Translation Board:

This section is responsible for translating essential materials from English to the official languages (Dari and Pashto) and vice versa. The board also translates DAB’s documents for publications and public awareness, as well as other materials necessary for the DAB’s key objectives and core functions. Its duties include translating documents and materials of the Publications Section from English to Dari and Pashto and vice versa, as well as translating laws, regulations, policies, questionnaires, and other relevant documents and correspondence for the DAB’s directorates.

Foreign Relations Section:

The Foreign Relations Section of the Governor's Office Directorate is responsible for all activities and coordination related to the DAB’s official engagements and collaborations with international institutions, banks, organizations, governmental entities, and various countries.

These activities include managing official affairs with international institutions, facilitating information exchange, coordinating international visits and meetings, handling electronic communications and official correspondence, and following up on the outcomes of meetings and negotiations with representatives of international organizations.

2. Admin and Executive Deputy Directorate:

The Admin and Executive Deputy Directorate monitors the affairs related to documentation and archiving, facilitates the process of submitting documents to the DAB’s branches, records the executions of DAB’s branches, processing all the internal and external documents of DAB with stakeholders, monitors and evaluates the registration and issuance of executive board’s approvals, records the executive board’s orders, responds to official letters and inquiry letters of other entities, and monitors and follows up on the DAB’s key documents sent to different governmental and private entities. The Executive Section, Archives, Documents, Consolidation, and Reporting Departments operate under this Deputy Directorate.

Executive Section:

This section is responsible for managing the administrative affairs of the directorate, including drafting and registering request letters and directives, handling incoming and outgoing correspondence, managing inquiries, and transmitting the Executive Board’s approvals to other branches of Da Afghanistan Bank.

Archive Section:

The Archive Section, as the body for consolidating all documents, is responsible for entering all the DAB’s documents into the system and retaining a copy of each document as an official record.

Documentation Section:

This section is responsible for recording and registering documents that are sent to Da Afghanistan Bank concerning various issues by external organizations and outgoing documents sent by Da Afghanistan Bank to various institutions after they are signed by the executive board of the bank and records them in incoming and outgoing registers.

The Documentation Section is responsible for recording all documents sent to Da Afghanistan Bank from external entities for awareness, clarification, information, or execution of official matters. It also manages all DAB’s official documents sent externally to various government institutions, private institutions, and foreign entities after being signed by the members of the Executive Board (Governor, First Deputy, and Second Deputy). Moreover, the section oversees the systematic registration of all incoming and outgoing documents sent by the Bank’s directorates or received from the external offices.

Reporting section:

The section collects and consolidates the report of activities and achievements of DAB and shares them with the AOP. It also collects plans of different directorates of DAB and shares a summarized form thereof with the Executive Boards. Other tasks include preparing and scanning reports following the instructions of the leadership of the Bank, sending documents to the relevant departments, and following up on the implementation of the Executive Boards’ approvals.

3. Coordination Deputy Directorate:

This section has been established to coordinate the official tasks of the zones and provide solutions to the problems of the zones and their provincial branches. It is in contact with the zones and provincial branches of DAB, serving as a link between them. This section follows up on all daily affairs, requirements, human resources, requests, and other administrative matters. Moreover, it’s responsible for processing the visa and passport procedures of DAB’s employees and foreign employees of commercial banks.

The Protocol and Zone Coordination sections operate under the Deputy Directorate of Coordination.

Protocol Section:

This section is responsible for facilitating and obtaining passports, visas, and other protocol–related issues for the members of the Supreme Council, the Executive Board, and other DAB employees. The section works as a liaison between DAB and AOP.

Coordination Section

This section is responsible for collecting work reports from the relevant directorates, coordinating between the seven zones of DAB and their subordinate representative offices, and monitoring all correspondence and request letters from the zones to the central branches. It also ensures the implementation of work directives within the respective zones, applies the instructions and approvals of the DAB’s Execution Board within the scope of its duties, and manages the flow of all correspondence between the central office and the zones and representative offices via email. Moreover, it facilitates operational processes for the zones and reports on the work performance of the seven zones to the Governor’s Office.

4.  Funded Projects Deputy Directorate:

The Funded Project Deputy Directorate has been integrated into the organizational structure of the Governor’s Office Directorate and implements all development projects of the DAB funded by the World Bank, and acts as a project coordinator between the three institutions: the Ministry of Finance, the World Bank, and the National Procurement Authority.

This Deputy Directorate operates within the Governor's Office Directorate and exercises its relevant authority based on the Banking and DAB laws, functioning within the jurisdiction of DAB.

The Senior Operational Section, Financial Affairs Section, Operational Affairs Section, as well as Senior Administrative and Executive officers, are performing under this Deputy Directorate.
